Legal Operators will have:
✔️ Commercial plates (not passenger plates)
✔️ Proper insurance coverage for transporting passengers
✔️ Valid licensing and credentials from local and state authorities

Illegal Operators often have:
❌ Standard passenger plates
❌ No commercial insurance
❌ No authorization to transport passengers 

For rideshare apps like Uber or Lyft, while on Long Island those vehicles may have passenger plates, the vehicle and driver must have legal credentials and signed into their ride share app to transport passengers.
